OSHA runs a National Emphasis Program on falls (CPL 03-00-025) plus regional programs that direct inspectors to prioritize fall hazards. Fall protection is the most-cited area on OSHA's Top 10 list year after year, and it applies in general industry, not just construction. Under an emphasis program, fall hazards are a programmed inspection target, not just something OSHA reacts to after a complaint or an accident.

It means an inspector doesn't need a worker complaint or an injury to open a case. If a compliance officer is on site for any reason — or even observes a hazard in plain view, like an unguarded roof edge or workers without tie-offs — fall protection is fair game.
