Florida's recertification laws run separate from OSHA, but they flag the same conditions. The statewide Milestone program (FS 553.899) requires residential condos and co-ops three habitable stories or more to pass a structural inspection, and Miami-Dade and Broward run their own county building-safety recertification (structural and electrical). The reviewing engineer documents spalling walkways, corroded railings, failed waterproofing and loose anchors — the exact walking-working-surface conditions OSHA also cites.

The statewide milestone comes due by the year a building turns 30 (a local building official may require it at 25 for buildings near salt water), then every 10 years. The county programs run on their own clock — Miami-Dade at 30 years (25 near the coast) and Broward at 25 years, then every 10 — and once an engineer flags deficiencies the repair plan carries its own deadline.
